On August 14th CCHIT stated that it plans to release a certification program as early as October that will disclose what meaningful use means.  Once it is released, providers are expected to follow the guidelines in order to receive government reimbursements.
This certification program will enable Health IT systems (that are HHS-certified or certified until meaningful use parameters are published) to receive a preliminary stamp of approval provided by CCHIT.

Although the program may be released in October, the meaningful use parameters will not be finalized until December by the national health IT coordinator, Dr. David Blumenthal.
